Saltire Infrastructure Pty Ltd is a specialist civil contracting company focused on delivering services to Western Australia’s water service industry. Our company is headed by a team of highly experienced industry personnel who hold decades of engineering, management, and operations experience within the water and wastewater industry.

Our team possesses a strong understanding of client requirements and we focus on building long term professional relationships and exceeding expectations within safety, quality, and environment. Managing Director

Cailean MacLellan

Cailean has spent many years in senior management within the water industry and gained valuable experience in all aspects of water and wastewater infrastructure over the past 16 years across Australia and Europe. He now uses his wealth of knowledge in water infrastructure, pipeline construction, and specialised technologies, including micro-tunneling and horizontal directional drilling, to assist clients in selecting the best methodologies and achieving the best outcomes for their projects. Cailean has forged successful working relationships with Western Australian service authorities, having overseen the delivery of several complex infrastructure projects within Water Corporation, mining and local government authorities.
General Manager / Director

Barry Crowley

Barry joined Saltire Infrastructure in 2021, having managed multiple Water Corporation projects over a successful 20 year career in Western Australia.
Under his leadership hundreds of kilometres of pipelines have been installed on behalf of Water Corporation. Barry has often expedited project start-ups in the roles of Project/Construction Manager and now General Manager for Saltire, providing consistent and tailored guidance to ensure the success of his projects.
Barry has extensive experience in the use of several complex technologies such as such as micro tunnelling, horizontal directional drilling and pilot bore tunnelling, deep shaft excavation, and caisson construction. Barry has been heavily involved in design assistance with Water Corporation also, providing insight on the constructability and safety in design proposals.
Operations Manager

Andy Ferguson

Andy has over 19 years’ experience primarily focusing on water infrastructure replacement. He is experienced in managing and deploying line stopping and hot-tapping technology and has been involved in the evolution of the equipment in use today. Andy’s collaborative leadership skills and solution-oriented approach ensure the most complex of infrastructure replacement projects are successfully complete with the highest regard to safety and quality. Andy's history in water authorities has also provided in depth knowledge of network management, including leak detection, valve and pipeline repairs, and maintenance.

The whole job was exceptionally organised and the teamwork between the crews was seamless. That is the level of preparedness and safety we strive for on all work, especially nightshift. The feedback from the Operations Manager, Communications Advisor, and local customers have all been full of praise for the work.
